If you're buying a home in Fort Myers, you may hear the terms Pre-FIRM and Post-FIRM when discussing flood insurance. These terms often cause confusion, and many buyers mistakenly believe a Pre-FIRM home automatically comes with expensive flood insurance.

The good news is that isn't necessarily true.

What Does Pre-FIRM Mean?

Pre-FIRM stands for Pre-Flood Insurance Rate Map.

A Pre-FIRM home was built before FEMA's first Flood Insurance Rate Map (FIRM) became effective for that community. These homes were constructed before today's floodplain management regulations were adopted.

Many of Fort Myers' older neighborhoods include Pre-FIRM homes. That doesn't mean they're poor investments or unsafe homes. It simply refers to when they were built, not necessarily their current flood risk.


What Does Post-FIRM Mean?

A Post-FIRM home was built after FEMA's Flood Insurance Rate Map became effective for that community or has been substantially improved under newer floodplain regulations.

These homes were generally required to meet the floodplain construction standards that existed at the time they were built.

Many newer communities throughout Fort Myers, Estero, Bonita Springs, Cape Coral, and North Fort Myers contain Post-FIRM homes.


Does Pre-FIRM Mean Higher Flood Insurance?

No.

This is probably the biggest misconception among home buyers relocating to Southwest Florida.

Today, FEMA's Risk Rating 2.0 considers many factors beyond whether a home is Pre-FIRM or Post-FIRM, including:

  • Distance from water
  • Type of flooding risk
  • First-floor elevation
  • Foundation type
  • Replacement cost
  • Frequency of flooding
  • Property characteristics
  • Whether coverage is through the National Flood Insurance Program (NFIP) or a private insurance company

Simply being a Pre-FIRM home does not automatically mean you'll pay higher flood insurance premiums.

Does Post-FIRM Mean Lower Flood Insurance?

Not always.

Some newer homes may qualify for lower premiums because they were built to more recent floodplain standards. However, every property is different.

I've seen newer homes with higher premiums than older homes because of their location, elevation, replacement cost, or other rating factors.

The only way to know what flood insurance will cost is to obtain a quote for that specific property before closing.

Is an Elevation Certificate Still Important?

Sometimes.

Although FEMA's Risk Rating 2.0 no longer requires an Elevation Certificate for every National Flood Insurance Program policy, it can still be valuable. In some cases, it may help document more favorable elevation information and could affect insurance pricing.

If you're buying a home, ask whether an Elevation Certificate already exists. It may save both time and money.


Questions Every Fort Myers Home Buyer Should Ask

Before purchasing a home that may require flood insurance, ask:

  • Is flood insurance required by my lender?
  • What is the current annual premium?
  • Is the current flood insurance policy transferable?
  • Has the home ever experienced flood damage?
  • Is an Elevation Certificate available?
  • Are private flood insurance options available?
  • What flood zone is the property located in?

Having these answers before your inspection period ends can help you make a more informed buying decision.
